Gallagher & Burk self-performs excavation and fine grading for a variety of residential, commercial, industrial, and public works projects. Our talented team of professionals have the experience and resources needed to develop and perform the optimal sequence of grading to meet our clients’ needs and schedules. Before any dirt is moved, our in-house engineering department provides an earthwork quantity analysis and collaborates with our client and the designer to balance the site and minimize import and offhaul quantities, reducing the cost of construction. It is with our field oversight team that our expertise is directly applied in the field and where critical safety, logistical and operational needs are met.

Grinding and Paving

Grinding and paving work is at the core of our business. Our skilled laborers and operators work in tight collaboration with our asphalt hot plant, quality control engineers, grade control specialists, equipment support, and transportation drivers to deliver a quality product each and every time. We utilize the latest technology, including GPS modeling, UTS and sonic ski sensors, to produce grinding and paving of the highest quality that exceeds our clients’ requirements. Over the years, we have completed grinding and paving projects for a variety of private and public clients including the City of Oakland, the Port of Oakland, SSA terminal, County of Alameda, Caltrans, and the City of Berkeley – just to name a few.


Gallagher & Burk owns and operates a modern 400-tph hot plant, located on High St. in Oakland, which features a Recycled Asphalt product system with heated silos producing a variety of asphalt concrete products.

As a LEED-certified producer, we are committed to protecting the environment. Our plant produces sustainable, green products such as High-Recycled Asphalt Product and Warm Mix Asphalt. It is equipped with the latest clean air technology including complex blue smoke capture and filtering systems, low NOx burners, and mist eliminators on the asphalt oil tanks.

Having successfully completed a range of high-profile airfield construction projects, Gallagher & Burk has the experience, knowledge, skills, and resources to perform complex, high-risk, fast-paced, and multi-phased projects. Our field oversight team applies this expertise to ensure critical safety, logistical and operational needs are always met. Our aviation experience has also given us unparalleled knowledge of the necessary site safety and security measures required to successfully and safely complete civil airfield projects. 

Rail Infrastructure

Gallagher & Burk has successfully completed many rail infrastructure projects including the Outer Harbor Intermodal Terminal Railyard and the rail infrastructure at the Maritime Support Center at the Port of Oakland. The knowledge gained by working on rail infrastructure projects has given us a unique understanding of how to work on and within Union Pacific Railroad property and facilities, as well as the knowledge of the safety and security aspects of working within Union Pacific Railroad right of way. 

Design-Build Project Delivery Method

We provide Design-Build project delivery services where Gallagher & Burk works with the design team as one entity under a single contract with the project owner, providing integrated design and construction services. When performing Design-Build projects, we collaborate with the client and all stakeholders, plan the project with the owner’s vision in mind, develop the construction plans, provide feedback on the project’s design, value engineer, schedule, and budget. This design process and value engineering approach allows us to offer innovative solutions while holding a high level of confidence in the project’s timeline and budget. 

After plans are developed and approved by the project owner, we manage all subcontractors, contracts, budgets, schedules, and specifications. With a goal to always meet and exceed client expectations, our tenured construction management team skillfully guides the work, ensuring the project owner’s vision becomes reality. Compared to traditional construction methods, Design-Build contracts result in projects that are faster, more cost effective, higher quality, and easier to administrate.
